The Black River Wildlife Management Area just north of Chester is more conducive to mountain biking than most of New Jersey's WMAs.
Here you will find two obvious paths that serve as the main arteries through the area. The first is the well-maintained rail trail that parallels the Black River. Uphill from it and running in a similar direction is a primitive utility road used to service power lines. Most of the described route makes use of these two trails.
